Griswold wafer iron 895/995 early version?

Kinda lost on the value of this one being what I've found to be an earlier version than what's in the blue book.

What's the goop all over the side showing in the bottom photo?  Expoy?  Will it come off easily?  If not, not very much value at all, particularly without a base.
