Personally I like this skillet, If the price was reasonable I would not be afraid to purchase it, The markings on the bottom are strange, It says 7. INCH but underneath that it has a number 2 which does not correspond to the 7 inch size so the number is either a mold number or a shift indicator or something else,It has a full unbroken(unnotched) inset heat which is a plus in my book
Looking at the top of the skillet it looks to have reasonably thin walls and a smooth cooking surface and 2 nice large pour spouts, The handle seems a little strange but looks to be ergonomically designed to fit nicely in your hand.
It could be Asian but the Asian pieces I have seen are usually a little rougher and less refined than this piece, It could be from Mexico/Central/South America, It could be European or Scandinavian.
The "7 INCH" marking does make one think it is a newer post 1960's piece.
I would say it has more user value than collector value
But if the price was right and I was in the market for a 7" skillet I would not be afraid to purchase it.
Just my opinion
