What's up with finger scrubbing?

I often check a dark area of iron after scrubbing it with a brush and/or scrubber by rubbing my finger across the surface. Often my finger leaves a smear of dark stuff *exactly* over the dark spot. My finger does not leave much of a trail of anything over the areas that are thoroughly clean.

I know the spot needs more attention without testing with my finger, but what's up with finger scrubbing???
